The method of distributing income from the right to broadcast sports competitions in the IRIB has always been a source of challenge between this institution and sports institutions. On the one hand, the IRIB, based on evidence such as legislative precedent and the opinions of the Guardian Council in accordance with Article 175 of the Constitution and the principles of media administration, claims to allocate the majority of this financial source to the IRIB, and on the other hand, sports clubs and federations evaluate the current situation with the predominance of the level playing field and in favor of the IRIB based on intellectual property rights and unfair legal principles and comparative models. The main question of this research is how and in what format a fair model can be determined to determine the share of each party to this dispute. The research findings show that although entrusting the initiative of preparing the regulations on this issue in the Seventh Progress Plan to the IRIB can create challenges such as conflict of interests for the IRIB, by forming an independent committee, determining specific shares, financial transparency, and continuous monitoring, a fairer model can be achieved. Considering the jurisprudential and legal foundations of the legal system of the Islamic Republic of Iran, by amending the interpretation of Article 175 of the Constitution and based on the jurisprudential rule of justice, it is possible to establish a fair distribution balance in this context through legislation by determining transparent criteria
