Cyber fraud is one of the most important emerging crimes that, with the expansion of information technologies, has posed serious threats to economic security and public trust in digital services. The relative ineffectiveness of criminal responses after the crime has occurred highlights the need to use preventive strategies, especially situational prevention. The main question of the present study is to what extent situational prevention strategies can be implemented in the Iranian legal system to combat cyber fraud, and what lessons does the experience of English law provide in this regard? This study, using a descriptive-analytical method and a comparative approach, has examined the legal regulations and policies of Iran and England, relying on Clark's situational prevention model. The findings show that English law has been more successful in preventing cyber fraud by using situational measures, including increasing the difficulty of committing a crime, strengthening identity verification, monitoring transactions, increasing the risk of detection, and reducing the benefits of crime. In contrast, although the Iranian legal system has significant legal capacities, the lack of a coherent criminal policy in the area of situational prevention, weak security requirements for digital service providers, and limited technical measures have reduced the effectiveness of these capacities. Therefore, developing situational prevention mechanisms and benefiting from the experience of English law can play an effective role in reducing opportunities for committing cyber fraud and improving the security of Iran's cyberspace.
