Objectives: The aim of this research is to examine the subject of the Council of Europe Convention on Artificial Intelligence and its crystallization in the three basic elements of this organization, namely the rule of law, human rights and democracy.
Methods: The research uses a descriptive-analytical method and uses library resources to explain the history of Europe since ancient times in the field of digital technologies and research on scientific and experimental methods, and the latest action of this organization is to amend the conventions, artificial intelligence and law. Humanity, the rule of law and democracy were examined in detail.
Findings: The findings of this research show that some countries have regulated this technology, and the Council of Europe and Europe, as two important organizations, have not been unaware of this matter and its importance. For this reason, the Council of Europe has taken the most up-to-date and fundamental action on the Convention on Artificial Intelligence.
Conclusions: The results of this research indicate that, given the increasing progress of artificial intelligence technology, various regional and international organizations have paid attention to it. The Artificial Intelligence Convention approved by the Council of Europe is one of the most advanced. This Convention, due to its specific features such as being legally binding, internationally valid and open to membership by the Council of Europe, is of a value that is important and contains important materials that regulate its place of awareness in the field.
