The structure of cyberspace has made governance of states difficult and complex. This space has created new types of power such as soft, network, intelligent and artistic power and has increased the activism of private actors and reduced the power of state actors. In the domestic arena, challenges such as virtual reality, digital economy, influence of multinational companies, border removal, espionage, cybercrime threaten countries. In the international arena, we are witnessing types of modern wars such as media, hegemonic, virtual postmodern and hybrid wars. Countries that have advanced technology have more power. In Islam, neutralizing enemy attacks is done through countermeasures and generating authority in various and new arenas. Iran's approach to new concepts of power to strengthen Iran's regional and global deterrence and authority will be done with the approach of eliminating threats and increasing its effectiveness in the international system. Iran must generate deterrent power to confront enemy aggression. Producing soft power, eliminating threats, deterrence, strengthening cybersecurity, and launching a national intelligence network are among the most important measures in this regard. To confront America's global power in cyberspace, Iran must seek in its foreign policy to separate America from its allies, establish a multilateral governance model for cyberspace through the creation of an independent institution or one under the United Nations, strengthen the global balance of power system, and increase its activism in Southeast Asia as the leading power.
